Urban renewal is the umbrella term for renewing old buildings or whole urban complexes — improving quality of life, economic value, protection and social cohesion. The process involves comprehensive planning, redevelopment and infrastructure upgrades to meet the challenges cities face: population growth, scarce land, the housing crunch and high costs, aging unmaintained housing stock, buildings with no protection against war or natural disasters, outdated infrastructure, and the need for social integration.

A new, larger apartment

  • One of the most significant incentives is upgraded living conditions: existing residents receive new apartments, usually with more space.
  • The specification typically adds real functions — a safe room (mamad), balcony, elevator, storage room, a modern lobby, parking and more.
  • Renewal initiatives put the well-being of existing residents first: upgraded services, comfort, quality of life, and continuity within the community.
  • In TAMA 38/1 (structural reinforcement), owners benefit from additions to the existing apartment — a safe room, balcony, elevator and the like.

Emergency readiness — protecting homes against war and natural disasters

  • Renewal plays a vital role in preparedness: reinforcing and protecting buildings and adding safe rooms to withstand threats like missile attacks or earthquakes.
  • Installing or upgrading communication systems — advanced alert systems and emergency networks that deliver information and instructions to residents in real time.
  • Building community resilience: neighborhoods can cooperate on emergency planning, evacuation procedures and disaster-response strategies.
  • Better access to emergency services — strategically located fire, police and medical facilities.

In effect, urban renewal advances emergency readiness proactively — a worthwhile investment in residents' safety and welfare.

The apartment's value rises

  • Apartments in old buildings — no safe room, no balcony, sometimes no elevator, parking or storage — sell for significantly less than new or renewed buildings beside them.
  • Prices usually begin climbing at the feasibility stage. If renewal potential alone can lift prices by tens of percent, a building permit sends them up by hundreds. (Worried about timelines? A fast-licensing track has been approved.)
  • By the project's end, many apartments have doubled in value — which also serves owners who want to move elsewhere.

Quality of life

  • Renewal revives aging buildings and gives existing residents a better, safer living environment with improved comfort.
  • Mixed-use development — common in these projects — brings services, schools, workplaces and leisure within reach: shops, restaurants, parks and community centers.
  • A functional, accessible urban environment that prioritizes residents' needs creates attractive neighborhoods with a high quality of life.

Infrastructure and environmental sustainability

  • Renewal projects typically upgrade and modernize infrastructure — reviving public spaces, reinforcing and protecting buildings, and establishing education, leisure, commerce and employment centers.
  • Upgraded transport systems — widened and modernized roads, highways and public transit — ease congestion and improve connectivity within and between cities.

Attainable housing — answering the housing crisis

  • Families want to live near one another — children near parents who need them, siblings near siblings, grandparents near grandchildren. Supply in high-demand areas is scarce and expensive. Renewal is the ultimate answer: more supply in demand areas at more accessible prices, keeping family and community connected.
  • Renewal revives old neighborhoods, replaces dilapidated buildings with new units at modern standards, and grows the housing stock.

Social integration and economic development

  • Renewal initiatives spur economic growth — attracting businesses, investment, entrepreneurship and jobs. Mixed-use projects combine housing, commerce and public institutions, giving residents a close, quality basket of services.
  • Renewal also preserves historical and cultural heritage — restoring significant buildings and reviving cultural spaces that strengthen community identity and cohesion.
