After the owners' attorney and the organizer, meet the next adviser worth adding: the construction supervisor. Why one, where they fit in, what to examine — and what about further advisers? Come — there are answers.
Why it pays
In the negotiation with the developer it is customary — and wise — to include the services of an engineering supervisor on the owners' behalf. The supervisor acts for the owners from planning, through construction, to the delivery of the new apartments and the defects (bedek) year. The owners' attorney helps the representation choose the supervisor right after their own appointment, and the two cooperate throughout: the supervisor joins as early as the developer negotiation, helping prepare the invitation for bids and examine the offers — plans, specifications and the arrangements fixed in the agreement. In essence: the supervisor is the professional of building and specifications — preparing a professional spec for the owners' new apartments and supervising the construction against the agreement, the spec and the plans.
1 · The planning stage
- Helping the owners' attorney prepare the invitation to developers to bid.
- Preparing the project's technical specification — an integral part of any developer bid, and a condition of advancing to an agreement.
- The spec matters this early because it becomes part of the developer's obligations for the new apartments: construction materials, a change-order price list, credits, quality control, supplier selection.
2 · The construction stage
- Execution supervision and engineering control — the owners' person on the ground, inspecting the site regularly: quality, materials, safety, standards, and the developer's compliance with the timeline and the promises made at the start.
- Ongoing updates to the owners and the owners' attorney on the pace of progress.
3 · Delivery and the bedek year
- Common areas — accompanying the owners in receiving the building's shared areas, with an inspection report of what needs attention.
- The pre-delivery protocol — accompanying every owner, with a report listing the defects and gaps to fix before handover.
- The delivery protocol (key handover) — accompanying every owner at the moment itself.
Parameters for choosing a supervisor
- Proven experience as a dedicated supervisor in renewal projects — by type (38/1 reinforcement, 38/2 demolish-rebuild, pinui-binui), unit counts and status.
- The actual manpower the supervisor will field on the project.
- Recommending clients; which developer companies the supervisor also serves.
- A valid professional-liability policy; any personal interest in the deal; the fee; availability.
Further advisers
- An insurance adviser — the renewal agreement includes insurance cover for the project's risks, including harm (to person or property) to owners and third parties; the insurance clause deserves a professional who lives the field.
- Additional professionals — since renewal projects are customarily funded in full by the developer, and some projects' economics are borderline, weigh the benefit of each added adviser against the project's feasibility.
